After moving back from the 12th pick in a trade back with Houston, Cleveland opted to add more firepower to its defense rather than address the quarterback position. Highly athletic but flagged with an overly-diluted drug test sample at the Combine, Peppers' NFL projection faces further uncertainty over his lack of a confirmed position. He primarily played linebacker at Michigan, but his athleticism would point toward safety. One theory is that Michigan simply used him in a quirky way, while a more skeptical theory is that Michigan used him at linebacker because he lacked the ball skills and coverage skills to play safety. Either way, Cleveland is buying into his elite athletic pedigree and betting on an optimistic interpretation of his prospect profile. Be it at linebacker or safety, Peppers could be an IDP factor as long as he's getting enough snaps. It's probably best to project some development time initially, however.
